Affordable Housing Trust Fund – AHTF
OVERVIEW OF THE AFFORDABLE HOUSING TRUST FUND
In November 2016, Baltimore City voters approved a Charter Amendment to create the Affordable Housing Trust Fund (AHTF). Article 1, Section 14 of the City Charter established the Trust Fund, outlining its revenue sources, administration, and oversight. The AHTF is intended to support both rental and for-sale affordable housing for very-low and low-income households.
The Fund requires that all revenue be used to help those with incomes at or below 50% of the Area Median Income (AMI), as established by the Department of Housing and Urban Development (HUD). Furthermore, at least half of the funds must be used to assist those with incomes below 30% of the AMI.
The Baltimore City Department of Housing & Community Development (DHCD) has recently made up to $8.1 million available from the AHTF to support homeownership projects sponsored by Community Land Trusts (CLTs). Qualified applicants can request up to $1,000,000 per project. Applications are being accepted on a rolling basis through June 30, 2025.
